There may be some advantage to using WD 40 when starting an engine without the propane as a factor. 

Whenever I have a hard starting engine, especially one has been sitting for a long time, I pull out the spark plug and squirt a little motor oil into the chamber. The oil brings the compression up and most times will aid in starting the engine. 

Spraying WD 40 could also help seal up dry metal parts and increase compression....
