My neighbor burns used oil... He converted an old water heater. Wrapped the oil pipe around the chimney, let it drip onto a frying pan....

Sounds like your tube may be too long? Is the oil getting too hot before it drips out? Perhaps shortening the tube will not allow it to burn in the tube....
