Gene,
I might make a difference, but my 430 is the CK (industrial) version with the shuttle clutch on the left side. I thought the PTO would stay engaged if I disengaged the shuttle clutch lever, but it disengages as well. They probably didn't need a live PTO on the industrial tractors. I've had the tractor for almost 10 years and this is the first time I ever tried to use the PTO. Unless there's another lever you are refering too, I guess I never looked.

The 430 has a hand lever on the left side of the tractor that releases
he traction clutch, This allows the PTO to run without forward or reverse
ravel of the tractor. Clutch is engaged with the lever forward and released
ith the lever back. It is not spring loaded like Allis Chalmers so the
ever can be left in the disengaged position...

You might want to get an over running clutch adapter for your pto shaft.
It
will allow the bush hog to coast down without pushing the tractor around.
They don't cost all that much.
