I've the same problem in PA. I have found that taking it our a couple times a year is partly the answer. But the absolute best thing is to use it and while the rust forms it never builds up, To loosen a reciever that wont come out I've found that a 2 mile drive with a trailer attached loosens things up pretty well. The one thing I've learned is to never buy a locking pin because the salt rusts the lock shut in 6 months and then you have to cut them off
