It's hard to know what you are buying unless you buy from a bolt  specialist. 
  I have found the
same grade of metal from India, China and Japan to be different  in property 
and quality.   I
think there are standard for metal in the US but I also think different  
nations achieve the US standard
in various ways.   Alas for good old US Steel metal.
