[Farmall] Gas Draining from H tank with sediment bowl shut off...

Roger,
Clearly, A: the shutoff is not closed firmly, thus allowing pass by or
B: The needle or seat in the shutoff valve are damaged which allows gas
to leak past.
No fuel will get to the sediment bowl or the line and carb if the
shutoff valve is working properly and firmly closed. I would suggest
you remove the glass bowl, then put enough gas in the tank to see if it
leaks past the valve when it is turned fully in. If it does, you know
exactly what to repair or replace.
