Here in the western end of NC where we have plenty of snow, the DOT has 
contracted out most of the snow
removal to grading contractors.  Most of them have bought up surplus snow 
plows and salt spreaders and use
them to clean the roads...at least those that lead to the ski slopes.  Those 
of us in the sticks just have to wait
until the main roads are cleared before they get to us...and by then most of 
it is melted anyway.  As far as reflectors
in the roads, we don't have to worry about that here where I live.  I guess 
this part of the state is the wrong politics to worry about
having such things. 8-)
