A good welding/repair shop can solder a fuel tank without flame. Back 
about 1990 my Dad's Ford Falcon hit a piece of flat metal on the highway 
that bounced up and punched a huge hole in the front of the fuel tank. 
Lost most of the gas leaving just enough to drive the 20 miles home. I 
removed the tank and it sat outside at a local repair shop for a long 
time waiting for attention. Nobody locally seemed to want the job and I 
can't blame them.  We finally took it to a big welding repair shop in 
the city where they soldered a patch of metal over the hole using a hot 
iron. I didn't see it done but saw the results when I painted and 
re-installed the tank on the car. It looked great and is still holding 
gas to this day.
