Actually the term wind chill is not even used in the forecast unless the 
temperature is below freezing.
These days our weather reports almost always include the wind chill factor 
closely followed by the line.........
"exposed skin will freeze in x number of minutes." Naturally the number of 
minutes decreases as the wind chill number
 increases. Theres some good information on the subject at

And yes, let me make it clear, I am not talking about carburetor icing.
