Carb icing occurs from the super-cooling of air caused by the action
of the venturi effect, not wind-chill. The very cold carb freezes the
moisture out of the surrounding air. This is why automobiles have a
means to draw intake air off the exhaust manifold, and airplanes have
a "carb heat" knob. An airplane carb can easily ice up in warm temps
if the air is humid.
