You may have one wih the single speed governor. They have a knob on the back of the governor housing that you turn clockwise for more RPMS. The throttle lever only closes the butterfly in the carb.
You get no governor action when you throttle it down with the lever.

We have a F-20 tractor that runs pretty good. The problem that it came here
with is, no throttle the governor dont seem to work either. What little
running it has been just turn up the idle screw on carb and haul wood ect.
Anyone have any ideas as to what is going on ? Right now I have taken off
the gov - oil fill top 4 screws
and I cannot see anything wrong broken unhooked ect.
Also the tube cap going to the carb and everything looks to be hooked up
right. Any ideas appreciated.
