My first guess would have been the spring inside of the governor housing, if
you already checked that it is intact and hooked, I don't have a good second
guess. Do you feel a reasonable force when you adjust the throttle lever?
Had the internal governor spring break on me one Saturday AM on the way to
the quarry to get a load of quarry scrap for a small job for my mother.
Took me almost an hour to get back home after it broke after going less than
1/4 mile. Had so little power at incredibly slow RPMs that I had to pull a
short hill in first and never got into roadgear.
