[AT] OT: Incompetent business practices

The pallets full of those flyers typically are received by the store and 
it's their duty to get it to the post office in a "timely manner" to make 
sure it gets distributed at the beginning of the sale date.  There's a lot 
of decisions and shuffling involved just getting the material to the USPS 
before distribution can begin and even then there's no guarantee of when it 
will be distributed.  Bottom line: there's lots of things that could have 
happened to make the whole system get delayed, and there is more than one 
agency that could have been responsible.
