Your picture shows the variable speed governor and it
is configured exactly the same way my tractor is. 
When you get things adjusted properly you will find
this to be a very nice set up.  I often get
compliments on how responsive the gov is.  If you
don't already have one I suggest that you get an I&T
Service Manual as well as the Operator's Manual.  You
can get them from several vendors.  I am very happy
with the manuals that I got from Rice Equipment.  The
service manual will tell you how to adjust the gov
spring and carb-gov linkage.  As for your tractor
running wild I have two ideas.  The gov-carb linkage
may be sticking somewhere.  There is a cover on the
linkage at the left front of the engine open this
cover and make sure that the linkage moves freely
throughout its range of motion.  The other idea is
that you may need to get into the gov itself.  If
there is any loseness aka. "lost motion" it will show
up as a sloppy governor.  Check all of the connections
and pivot points for lost motion.  There is a vertical
shaft attached to the front cover of the gov.  I had
to replace the bearing on this shaft and now it works
beautifully.  Rice will have this bearing as well.  It
is not a broken spring.  If the spring were broken the
engine would not run above an idle.
