[Farmall] F- 20

Very related question.  My F-20 that had not run in 50 years but now does seems to have a run away engine speed.  Unless, I have the governor control (?) pushed all the way in, it wants to speed up like crazy.  I am not seeing anything not moving in the governor, so I am not sure if the problem is there, with the linkage to the carb, or another cause.
