Mike in our area the Power Company is responsible for the line coming into
your house up to and including the meter.  Sounds like you have a bad
connection, if indeed you hear a frying sound.  Flickering lights could be a
loose connection any where in your electrical system. Circuit breakers or
fuses not properly seated is what I would suspect. 
 
Flickering lights equal arching and that can lead to heat and fire.  Call
your power supplier and a good electrician ASAP.
