If you have ever had to clean something lubed with steam-cylinder-oil you 
would understand why those engines were still lose.  Cyl oil was designed to 
work in a very hot and sometimes wet environment.  The characteristics of 
the oil mean that it doesn't readily wash off and the engines aren't as 
likely to rust up as an IC engine.  You can often put steam to a steam 
engine that is "stuck"  only to have it start running in a few minutes after 
the heat softens the thickened cyl oil in the cylinder.
