The proper way to set a governor on any small engine is 
1) loosen the gov adjustment
  2) Push throttle on carb to wide open position
  3) Push Governor arm and linkage the same direction
  4) Tighten Adjustment While making sure the above does not move at all
   
  what this does is push the internal arm up tight against the flyweight spool
   
  If after this, the engine still races you have intrernal governor issues
  of course if incorrect springs etc are present you will also have issues
  Also Tecumseh has a touchy internal jets, if 1 is plugged they run terrible
