Your next to last sentence holds the answer -- It's a Tecumseh. :-)
Seriously, I suspect that the mechanic hooked the governor and carburetor
controls up backwards. That's easy to do on many Tecumseh engines. If you
have access to a repair manual for Tecumseh, try to match up your engine
with the dozen or more diagrams for all the variations of each model.
I ran into a similar problem with a drive-in customer yesterday. His
Troy-Bilt has a B&S enigine on it but there was no control except idle and
wide open. It turned out that the governor spring was unhooked -- left that
way by the last mechanic.
