Must be a local thing as I've never heard the term used around here. My
Grandpa used to have his barn coat hanging behind the door when he went to
feed the cows etc... It was blue denim and had big deep pockets and hung
down below his waist. A duster I always thought was about to the ground.

A man's frock coat is a long coat about the length of a tuxedo coat or a
duster.  A woman's frock is a dress or nightgown.
