The gas flow problem is either a piece of trash stuck somewhere, or a stuck 
needle/float. No suction needed to make the gas flow.

Your D would have a cast iron bowl and body. I don't think there is a DLTX 
13 carb? Maybe you found a part number...take another look for DLTX 16. It 
can be hard to find.

I would suggest getting a carburetor rebuild video/DVD from Roberts 
(www.robertscarbrepair.com)  I was able to completely disassemble and fix a 
DLTX10 off of a B with no trouble after watching the part two video. It also 
describes how to clean out the very small passages with the right size drill 
bit. He can sell you any parts or drills, etc you may need.

I'd follow the directions on the solvent you just bought. Who knows what 
they used in the original manual? But I don't know if soaking will do much 
good? Disassembly and cleaning is usually the only good choice.
