If gas would not go into the carb, it was probably a stuck needle/float, or 
trash stuck somewhere. No suction needed to get gas.

Your year of D would have a cast iron body and bowl. I'm thinking the DLTX13 
you see is a part number, I don't think there was a DLTX 13 carb? Look 
around to see if you can find DLTX 16 marked somewhere.

Just a suggestion, but you may want to buy one of the Roberts Carburetor 
repair movies (http://www.robertscarbrepair.com)? I was able to completely 
disassemble and fix a model B DLTX 10 carb with no problems after watching 
the part two video. It also explains how to clean out the passages with 
properly sized drill bits, which is usually a must. You can get the drills 
and parts from him too.
