The exact number is not important, it is the mass and volume that is 
important, so you should get a scale and weight each pellet, and carefully 
grinding them to the same mass.   Otherwise you may have the same number of 
pettels in each wheel, but still have the tractor lopsided because the shot 
in one wheel is a few milligrams heavier.   

Of course some of  you are too lazy to even do such simple maintenance like 
balancing your tires (not just spin balance, but also side to side) every 
hour.  In that case you are probably so used to your tractor being lopsided 
that you won't won't even notice it getting worse.
