[AT] wasps and bees

For the inground yellowjackets, I pour some gas in the hole and then 
drop a match.
Does anyone know what the wasps are with the yellow bands around them 
are? There were never any here in PA till about three years ago. They 
are aggressive and come after you even if you are not near their nest. Ed
