Paint with Ospho and then topcoat with your choice of paints or other
coatings. The Ospho converts the rust to a different oxide and stops further
rusting if painted over. I used Ospho on a very rusty water valve wrench some
time ago and it has been hanging in my carport without further coating. It has
developed some spots of very fine surface rust over the last two years and
needs another coat of Ospho and some paint, but is otherwise fine.
What you were thinking of is most likely P.O.R. or Paint Over Rust.

Some time back there was a recommendation for coating a rusty metal barn
roof.
It seems that the brand name was two part.
Any Ideas ?
