Steve, From what you have described the Michigan people were absolutely correct in telling the previous owner not to run it. Has there been an Ultra-sound done on the rest of the boiler. You may get more bang for your buck to build a new boiler at this point.
Just my thoughts.

some one up in Hastings, MI. This traction engine has a lot of serious
welding repairs/patches in the fire box. There are 7 staybolts weled to the
crown sheet on the inside of the fire box. The crown sheet is terribly
warped from serious over heating. The sides of the fire box have been
replaced with about 10" high steel plates from one end of the fire box to
the other. Who ever did this work could not get a whole fire box side into
the fire box as this is a water bottm boiler. There is no safety fusible
plug in it, just a stadard pipe plug screwed into the crown sheet. The
bottom of the ash pit has a large steel plate weled over most of it and it
appears to be welded right over the old floor. We need a local boiler
inspector in GA to come look it over. Anybody here know of a boiler
inspector in the southern part of GA? We would like to know more about this
traction engine, does anyone in MI know about it? With the crown sheet
warped so badly the new owner has been advised by other steam owners not to
run it. Any help would be great. The MI inspection number on this
engine/boiler is: M399695M. Thank you, Steve
