Paul,
   Try adjusting the main jet all the way in and all the way out if you have 
little or no change then the main jet is plugged.  It real hard to get these 
things clean even with todays cleaners.
I had the same problem on one of my tractors it had to run on half choke but 
after a good working in the fields it seems to run OK now. Just lucky on 
that one I guess.
I would take the carb apart and use a blow gun with good pressure and blow 
out every thing.
