Mark,

That doesn't work in most cases in rural areas.  The rural property owners
own to the center of the roadway and the county or whoever only has an
easement FOR PUBLIC ROAD PURPOSES.  Exceptions have been legally made for
electric and telephone on the presumption that the property in question is
being served.  A private pipeline, on the other hand, actually requires a
separate easement from each property owner... unless they are also serving
each property.  In most cases, the public doesn't actually own the
right-of-way and can't grant the necessary easement.
