That sort of action -- lowering charge rate followed by a much higher
one -- can happen if the battery electrodes are coated.  You sometimes
have to start charging the battery to get rid of the coating that has
built up before it REALLY starts charging.  We used to put batteries on
a high charge rate at the shop for a few minutes to get through the
initial resistance to charging.  But regardless, it's not a sign of a
"good" battery.

Its an Amp meter, just that as it approaches zero the meter will move to
the 
left toward the 100%
mark.  It seem in my case that its increasing and moving back towards
zero.

I guess I need to check with a good battery.
