[Farmall] H Charging Problem

2 things come to mind. 
1st, as has already been mentioned, is a battery with a shorted cell.
2nd, is the field lead from the regulator to the generator being 
grounded, either due to bad insulation on the wire, ie possibly a bad 
insulator on th generator terminal.
