Dean,
The insulators on my switch were still in good shape, but there was enough
space to allow the contact to rotate. I used JB weld on the side of the
contact that didn't complete the circuit and packed some between the
contact sides and the insulators. Nothing is going to move now and the
insulators won't fall out either.
If you can't find plastic of the right thickness, you can try using heavy
card stock. The only problem is that the card stock can soak up water,
leading to another potential shorting problem. You can soak the card stock
in varnish, polyurethane, etc in order to waterproof it. The other thing
you can try is to coat the sides of the housing with JB weld. You can
file/sand it down to the right thickness
