That's a wick oiler.  Wool thread is inserted into the tube at a level  below 
the oil level in the reservoir outside the tube.  The amount of oil  use is 
controlled by the depth of the thread inside the tube.  Oiling is  stopped when 
the thread is removed from the tube.  About three inches of  light copper 
wire is typically doubled and twisted, forming an eye.  Wool  yarn is threaded 
into the loop, much like a needle is threaded.    Dickie Gibbens
