a generator can tested easily,,, apply booster cables to the gen, it should  
spin slowly and very smooth. Adding 12 volt to  the field coil will speed  it 
up a little.
 
any hesitation is bad
 
regulators are adjustable, by an expert mechanic.
 
the important thing is not to overcharge the batt, generally not over 10  amps
