There was a discussion of this issue on the regular ATIS list a week or 
so ago, Rob. Apparently, the details have not been finalized for 
implementation, as the original proposal would have required any animal 
owner to give notice to the government any time the animal (horse, 
sheep, chicken, etc.) was taken off the property, as well as other 
things in a similar vein. I think the final rules will be somewhat less 
rigid, but there are some odd exemptions for very large operators, which 
would seem to defeat the whole purpose of the project. You might want to 
check the ATIS archives for more details.
