Borax has been used in Forge Welding for over 1 hundred years even more I  
would suppose. If it was good enough for my Grampa why should I change. Giggle.  
Actually its a very good flux and is the basis for many other wet fluxes. 
For welding on a forge use the bar of borax or the ground up type. With the  
bar you just rub the hot metal on it then beat them together with a hammer. 
With  the powder you sprinkle it all over the area to be welded them heat it. 
You may  have add more as you continue to make the weld. You would be surprised 
as to how  strong a fore weld actually is.
