I'm going to go in a different direction here, assuming this is not a 
problem that suddenly came up. First, I would not do away with the check 
valve. Not only does it keep the hitch from settling, but keeps the hitch 
or implement from suddenly dropping if someone hits the control lever by 
mistake with the engine stopped. Second, and I'm not sure about this on a 
C, but I'm thinking they have a restrictor on the down line. This is so 
that with a heavy implement it doesn't drop like a ton of bricks, but 
without a load it will lower slowly. My combine has an adjustable drop 
control on the header which you must adjust according to the weight of the 
header. The corn head will drop in 2 seconds but I must change the setting 
for the grain head or it will take almost half a minute to lower. Also many 
three point hitch tractors have a drop control which allows you to adjust 
the drop speed to the weight of the implement. See if the hitch lowers 
faster with a heavy load than it does empty.  Again this does not apply if 
this is a problem that suddenly cropped up.
