The starter your described was known as a compensator. It did manually what 
some of the other types of reduced voltage starters do automatically. Reduced 
votage starting is used when starting larger motors on an electrical system 
that has a limited amount of capacity. The starting inrush that causes lights to 
dim, etc. is reduced since the motor coming up to speed more slowly.
