My grandfather told  us  that as  a kid  his dad   and grampa   would take 
rock they picked up at  the  quarry  (township owned)  and haul it to where it 
was needed  then spread it  (they had rock beds for their wagons--- we have it 
or whats left of   it) 
 
They did this  in exchange for their taxes.  
 
this was in  indiana.
