[AJD] Oil Filter threaded shaft - stripped threads???

I have a tractor club friend who has a problem with his JD A's Oil filter
shaft turning while trying to tighten the oil filter cap. But never tighten.
But the shaft hasn't come out either.

I've recommended he truly try to tighten up the shaft with a double nut
arrangement on the bottom threads and he hasn't gotten back to me yet
whether that has been successful.

But I suppose there is a chance the threads have gotten messed up on the top
end of the shaft or in the casting hole. 

If the threads are messed up in the casting, what is the recommended
solution?  I've got some thoughts but I'd sure like to hear what others
recommend or have found to be a workable solution.
