[Farmall] carb flooding

I notice the phrase "trying to get the h started" in the original post. 
Have you actually gotten it started?  Does this flooding happen while the 
tractor is just standing there or running?  Or is it only when you are 
trying to start it?  If only when trying to start it, you may be over 
choking and there may be nothing wrong with the carburetor.
