If the power pole outside your house carries three primary wires, it is 3 
phase, if there are only two wires it is single phase.  Usually there isn't 
a neutral carried in 3 phase which was a surprise to me when my power 
engineering friends corrected me many many moons ago.

A typical residential tap (i.e. single phase) attaches to one of the phases 
and the next pace down the street will tap into one of the other phases in 
an effort to keep the loads balanced.

I have 3 phase in front of the house, but did not want to pay extra for the 
3 phase system, besides everything is 208 volts instead of 220 and will have 
slightly higher losses because of the extra current to make the same power 
draw.
