after reading  what you say   your  Oregon man tells  you I reread  what this 
 Indiana guy  says.

and  to me the  Indiana Regs are   Manditory by Sept 1  2006 --- sites that 
have  a  911 address  and have  ANY  livestolk  === but voluntary for  poltry 
and horses.

the Indiana  guy was  BEGGING people to get this done now so as  to avoid a 
rush (ie penalty for lateness)     The plan was  already in place  in Indiana 
you see the laws must be differnt-- the  legeslature  cant even stop  the gov 
from selling or leasing state  property --- even if they want too.. LOL
