I totally agree with you in what you state below.

also. I think this program is really based on the fact that the Gov 
wants to make sure all the small owners stock can be tracked to keep up 
with the taxation. They think to many small time people are getting by 
selling a cow or two and not reporting it
You know, they need more money!
