Most likely the exhaust valve is gunked up or stuck.  Kinda tricky to clean 
it.. but not impossible.. just time.

I'd drop the pu,mp and wash in a bucket of mineral spirits and try to work 
the valve back and forth.  Take the time to clean out the sump too.. lots of 
years of gunk accumulate in there.. mineral spirits or kero / diesel are a 
good cleaner.  get a garden sprayer and spray out he inards while you have 
the top and bottom and side covers off.  And remember to clean the gasket 
urfaces good.. and no goop.. just the paper gasket.
