I suspect the big problem is whatever subscription dealers/vendors the 
hacker(s) are using don't really care to follow up. They get the 
subscription data via e-mail, mail out the magazine and billing statement, 
and then wait for payment. They get a royalty or commission for each they 
sell and get payment for.

For example, when I was with Primedia, three of our magazine titles were 
folded, and yet, even after two years had elapsed, we discovered several 
subscription dealers/vendors still had those three titles listed on their 
websites and were accepting subscriptions to them - magazines that no longer 
existed.
