Larry,  Sounds like you had some bad luck with it.  On my first tank and
spent a lot of time holding it up and shaking the bolts and nuts I put in
it.  Was not easy given the baffles around the filler opening.  Old tractors
can be so much fun....sometimes!!  : )

The chain is not always the easier way out. I did this on one tank and the
chain tied itself
into a knot some how. I had to work through the filler opening and un-do the
knotted chain. Talk about something that will make you break out into a cold
sweat, this will do it.
