Not sure what you have in mind when you ask "Can a PTO on a GP be used to
run a belt pulley?"
The PTO for a GP is a bolt on unit which attaches to the transmission case
below the flywheel. It was an option on the GP which is why some GP's do not
have one. It has a shaft out the front and one out the back of the housing.
On some units, there is another assembly which bolts to the bottom of the
PTO. That assembly is a power lift. A PTO may or may not have a power lift
attached. A Power lift cannot be attached to the tractor without a PTO.

Looked over the GP this afternoon, not sure where a PTO would be attached 
and have never seen one. The operators manual does not show anything about 
location or operation, seems odd to me.
