[Farmall] F-20 Sleeve installation question

It is not supposed to be flush with the top.  It is supposed to protrude ever so slightly from the block (the top).  The measurement as I think I found it in the service manual is .004 inch.  I was hoping to confirm that.  The "How to Restore Farm Tractor Engines" book I have (yes, I'm new at this) says that if you can't find a spec to go with .002 inch so the .004 sounds reasonable.
 
You can see what I have done so far on the tractor Up until this week) on my site below).  I hope to get the engine mostly back together this weekend.

Don't know the answer but I have a question--As long as it is flush with the 
top why would it matter? Have you found something besides an original sleeve 
that will interchange perhaps? Or are you finding something that just 
doesn't look right with your engine?
