[Steam-engine] welded boiler repairs

A couple of questions I have about R stamp repair arose after I viewed the engine at the auction in KY.  Both arise out of the welding on the boiler.  To do the R stamp approved repair and use the dome but replace the boiler has already been established as acceptable.  What I was curious about is the use of welding.  Is it acceptable to reuse the dome, but change the method of attachment from riveted to welded?  It would seem to me that to consider that a repair the method would be the same.  That also applies to the boiler itself, is that considered acceptable as well?  It had welded stay bolts, where the original where threaded I'm sure. I am not an expert on the stamps etc, but was wondering  about the protocol.
