John, forgot about the second part of your reply. 
1) Could be tough or easy.  If I can find a Briggs or
Tecumseh or something that is close enough, then easy.
If I have to turn a complete crank and make a
flywheel, then oculd be tough!
B)Don't know what happened, or when, or where.  Oh
well.  Still happy with the find.
